While I have gotten them back together by trial and error, is there a good trick to getting the Pacemaker FP shutter gears back together so everyting is right the first time?

If you haven't done so already, go to
http://www.southbristolviews.com/
click on graflex manuals and open/download the Top Rf Service manual. Reassembly of the focal plane shutter begins on page 12(14 if the cover and index were given page numbers on the pdf). Minor differences between side Rf and Top RF manuals, correct functioning of either camera can be achieved with either manual.
