In the past people have suggested these were used on still projectors to teach GI Joe how to recognize enemy planes. The chronology doesn't fit (Graflex, Inc and I assume SVE didn't exist during WWII) but I suspect the concept did--allowing fleeting images to be projected on a screen in variying degrees of illumination, ie speed reading. this would account for the barrel and the lack of a rear cell. I have no proof however.

You might want to ask Stephen Shuart, His father worked for the a company that made school AV equipment that eventually got tied in with Graflex (or General Prescision or Singer). His ebay userid is photofinder.
