I can tell you that I'm no expert on this one! The part you have described sounds like a dial-set (older than rim-set) shutter. Can you cock it and release it to check whether this is correct?
Usually, there would be one lens cell (lenses mounted in a cylindrical tube) screwed into the front of such a shutter, and another screwed into the rear, making it a "between-the-lens shutter". Also usually, the type name, manufacturer's name, etc. would be engraved around the metal rim of the front cell.
From your information, it seems that it is some sort of f/3.5 lens in a 1/100 shutter, and that is all I can guess. RKS
