I was at a talk on Google by Eric Schmidt today, and asked him why Google bought Pyra Labs, which runs Blogger. He said that decisions at Google are a bottom-up process, and the decision to buy Blogger came out of their process, but that it was motivated by a desire to encourage the creation of content, as helping people find content is core to Google's business.
