New Crown Graphic.. Rangefinder not working..

Hi all.. New to the forum and just bought my first Crown Graphic. It is a Crown Graphic Special with the rangfinder on top. The serial number is 977317 (perhaps someone can date this?) I bought it from KEH and it was listed in excellent condition which it seems to be. My experiences with them is that they tend to underrate and I've had all good experiences with KEH so far. I have it more or less figured out I think though the manual I downloaded online was woeful. The one thing is the rangefinder does not seem to be working.. I can not seem to make the split image coincide or for that matter move at all. Is there something I am missing or is it just broken? Perhaps there is something I need to engage that I a have not done? Any advice?

To be honest I'm not quite sure what to look for. It was supposed to be complete from KEH so I assumed the cam was in place.

I just looked under the rangefinder and pulled down the spring loaded encasement housing and there are definitely some mechanics there but nothing moving when I focus the lens. Is the cam just one part of the levers there?

The second link in my first post, manual, not pdf, page 6 figure 1 item 10.

Top RF Cam-approximately 1 inch long, trapezoid shape, one long side curved or tapered, the other long side straight except for a leg at each end.

What lens, if any did the camera come with? Graphic standard lens had their cams attached to the back side of the lens board.

It appears that there is a cam there.. The lens is a Scheider, 4.7 Xenar 135mm.
