I was up in Torrance CA at Pauls Camera looking for goodies and asked the man behind the counter about my roll back. I told him when I wind it, the lever stays out unless I push it back. it appears to function ok otherwise. He said I should run a roll of film thru and check the registration or timing, as the broken or lack of a return spring would throw it off. They would be happy to send it out for repair for me-$$$. Is what he said true? I haven't tried his test, but a visual check of the operation appears normal. The roll back is marked Singer/Graflex on the inside, dated to 1962, and the outer cover is marked Graflex/Subsea. was it made up of two roll backs? Both parts are 6x7 format

I'll send you some service instructions via email. The lock lever is sticky or the spring is weak/broken.

The return spring broke on one of my RH10 holders, and I tore it down just far enough to replace the spring, which I think would have been a fairly straightforward operation if I had had a replacement spring. Big "if." I contacted the legendary Fred Lustig, but he wouldn't sell me the part, so I ended up sending it to him for the repair. I probably could have fashioned a new spring from spring wire stock available at the hobby shop, but the original spring wire was "D"-shaped in cross section, and not having a ready source for that (if any!), and not knowing whether using round stock would have made a difference, I paid Fred about $25, as I recall, to do the whole job. IMO the lack of a functioning return spring would not affect the accurate operation of the holder (after all, the knob advance holders don't have this spring!), and if you're willing to put up with the slight inconvenience involved you could consider just living with it.
